1. Consolidated Plan Pilot Analysis
The Consolidated Plan Pilot Analysis project, initiated by the Office of Policy Development and Research (PD&R) in March 2023, aims to analyze HUD’s Consolidated Plans submitted by grantees of formula block grant programs. These plans, which assess affordable housing and community development needs, are publicly available. While HUD staff currently review these plans for compliance, there is a need for deeper analysis of trends and commonalities. This pilot will explore the creation of a database and chatbot to enable HUD staff to query features of nearly 1,000 active plans, potentially enhancing technical assistance and programmatic adjustments while demonstrating the value of advanced data science tools in HUD operations.
